CERTIFICAT DE CHANGEMENT DE RÉSIDENCE
Terms and conditions:
Algerian citizens registered at the Consulate general , justifying an uninterrupted stay abroad
of at least three (3) years, wishing to return permanently to Algeria may import free of customs duties and taxes:

Their personal belongings, including furniture, those of their spouse and their minor children living with them abroad.

A new passenger or utility car or a new two-wheeled vehicle subject to registration.
In accordance with laws and regulations:

The vehicle must be new and introduced in Algeria within one month from its purchase.

The presence of the CCR’s holder is required during customs clearance procedures.
-
The moving must be made within six (06) months from the CCR’s issuance date.

Chancellery taxes are set to the equivalent in Swiss francs of 4,000 DA . They are increased by 400 D.A per 10,000 D.A of the declared value of personal belongings including the vehicle.

Chancellery taxes are cut off 50 % for students and trainees.
The C.C.R’s application is processed within a maximum period of 15 days from the date of filing.
Requirements for vehicles’ admission on duty-free:

The car cubic capacity must be equal to or less than 1800 cm3 for gasoline engine and 2000 cm3 for diesel engine. The utility car total laden weight must be equal to or less than 05 tonnes and 950 kg.

Two (2) wheeled vehicle should be registered.
Important:
Recreational boats, sea scooters, zodiacs, quads and other crafts are subject to the payment of custom duties and taxes.
Requirements for C.C.R’s issuance:

The applicant must be over 19 years, registered at the consulate as a principal (spouse and minor children are not entitled to CCR application) and never benefited from a CCR issued by any diplomatic or consular Post, neither in his own name nor in that of the spouse.

The applicant must justify an uninterrupted regular stay abroad of more than three years on the date of the CCR’s filing.
Required documents to be provided before final agreement:
For employees:

Handwritten request addressed to the Consul General.

Applicant’s consular registration card.
-
Work certificate and payslips covering the last three (03) years.

Copies of the first three pages of the applicant’s valid passport.

Residence permit or Swiss national identity card with their copies.
-
Declaration on honor stating the applicant has never benefited from a CCR.
For unemployed :
-
Handwritten request addressed to the consul general.
-
Applicant’s consular registration card.
-
Copies of the first three pages of the applicant’s valid passport.

Residence permit or Swiss national identity card with their copies.

For students and trainees :

Handwritten request addressed to the consul general.

Applicant’s consular registration card.

University or internship attendance certificates covering the last three years.

Copies of the first three pages of the applicant’s valid passport.

Residence permit or Swiss national identity card with their copies.

Declaration on honor stating the applicant has never benefited from a CCR.
For merchants:

Handwritten request addressed to the consul general.

Commercial registration and a copy.
-
Applicant’s Consular registration card.
-
Cancellation of the commercial registration and a copy.
-
Copies of the first three pages of the applicant’s valid passport.

Residence permit or Swiss national identity card with their copies.

Declaration of honor stating the applicant has never benefited from a CCR
For retirees and pensioners:
-
Handwritten request addressed to the consul general.
-
Applicant’s consular registration card.
-
Pension or retirement certificate issued by the French paying agency.
-
Copies of the first three pages of the applicant’s valid passport.
-
Residence permit or Swiss national identity card with their copies.
-
Declaration on honor stating the applicant has never benefited from a CCR
After agreement, the file must be completed with originals and copies of the following documents:
For the vehicle:
– Provisional registration certificate (address in Algeria).
– Vehicle purchase invoice;
– “vehicle manufacturing date” certificate;
– Certificate of conformity.
For furniture and other personal belongings: a duplicated quantified inventory including the vehicle.
Maximum value admitted, including the vehicle:
– The equivalent in Swiss francs of 8,000,000 DA at current exchange rate for students and trainees.
– the equivalent in Swiss francs of 10,000,000 DA at current exchange rate for other nationals.
Important
Customs clearance formalities for personal effects including the vehicle must be completed by
the beneficiary himself- holder of the CCR. Power attorney and proxies are not authorized.
