Cabinet Statement

Today, President of the Republic Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Cabinet meeting that addressed the draft law on the conduct of commercial activities, as well as presentations on the mechanization of the agricultural sector and forward-looking proposals concerning the mining sector.

Following a review of the Cabinet’s agenda and a presentation by the Prime Minister on the government’s activities over the past two weeks, the President of the Republic issued the following orders, instructions, and guidelines:

· Regarding the forward-looking presentation on the mining sector:

The President emphasized that the next phase must be commensurate with Algeria’s ambitions, which align with the logic of a secure economic foundation and diversity as the basis for a truly emerging nation, supported by credible, field-verified figures. Therefore:

— The President ordered that the exploratory plan for this sector be presented to the Council of Ministers in the very near future, and that it must precisely and in detail identify the mining sectors to be prioritized in the coming phase, along with precise deadlines for exploitation and production.

— The President of the Republic emphasized that, from now on, only a high pace of implementation of the directives issued and the agreed-upon action plans will be accepted for all that has been approved in the various mining sectors, as an indispensable option to ensure stable development.

- The President ordered that mining exploration rely entirely on technology in this strategic sector, as well as on local human resources, Algerian expertise abroad, or through partnerships with friendly and allied nations. · Regarding agricultural mechanization:

— The President of the Republic has instructed the Minister of Agriculture, Rural Development, and Fisheries to ensure full readiness, as soon as possible, for the upcoming harvest season, which is expected to be of high quality given the favorable weather conditions conducive to positive results.

— The President reiterated the need to provide farmers with the necessary machinery on a national level.

- Priority in mechanization should be granted based on scientific and professional criteria, taking into account cultivated area and production volumes.

- Production volumes should be adopted as a key indicator for establishing provincial and regional cooperatives for mechanization and agricultural equipment, free from all forms of administrative bureaucracy.

· Regarding the construction of a desalination plant in the province of Ain Salah:

The President of the Republic directed that a forward-looking perspective be adopted in light of future population growth, and that the planned production capacity of this plant—which will supply the population of the province of Tamenghest with potable water—be increased.

Ensuring the continued provision of the best services to citizens in terms of drinking water supply, given the diversity of sources for this vital resource, particularly the important role that seawater desalination plants now play at the national level in ensuring water security. Before the conclusion of the Cabinet meeting, the Minister of State for Foreign Affairs, the National Community Abroad, and African Affairs gave a presentation on the recovery of looted funds. The Minister announced that 33 letters rogatory had been sent to Switzerland, of which 20 cases had been reviewed and accepted, Four cases involving looted and frozen funds have been definitively resolved to date, and Algeria will receive more than $110 million as a result of these proceedings.

Following this, the President of the Republic expressed his gratitude to both the Swiss Confederation and the Kingdom of Spain for assisting Algeria in recovering its looted funds, while 61 letters rogatory were sent to France regarding this matter, none of which received a response.

At the conclusion of the meeting, individual decrees were approved, including appointments and dismissals from senior government positions.
